Found in a old book of Chicago Daily News cartoons from 1938, by Vaughn Shoemaker:

"In December [of 1938] the twenty-one American republics conferred at Lima, Peru, and unanimously adopted a declaration of continental solidarity-- a victory for the American way and a defeat for fascist schemes of setting the South American states against the United States."
